There is no detail information of when this picture was taken.  However, the famous Chinese Rathskeller Restaurant at 45 Mott Street and its landmark signboard are not seen in this picture.  The Rathskeller Restaurant was opened on December 21, 1936, and closed 40 years later in 1976 (http://www.quancentral.com/chronology.htm).  This picture should be taken before 1936.
